Nutter announced today that Daniel P. Mulhern has been appointed chair of the Firm’s Government Affairs and Public Policy practice. Mulhern will lead the practice’s strategic direction and continued growth as it assists clients in navigating an increasingly complex legislative, regulatory, and enforcement environment on federal, state, and local levels.

Mulhern advises public and privately-held companies, institutions, and nonprofits on government relations, internal investigations, crisis management, government enforcement actions, and dispute resolution. He joined Nutter in 2022 as a partner after a distinguished career in senior public sector roles across the Commonwealth.

“Dan has built one of the most respected government affairs practices in Boston, and he has done it through his command of the public realm with the judgment clients want when the stakes are high,” said Liam O’Connell, Nutter’s Co-Managing Partner. “Demand for this work continues to increase, and Dan is exactly the right person to lead our practice as we continue to grow. We are fortunate to have him at the helm.”

“This practice has grown because clients increasingly need counsel who can operate at the intersection of law, policy, and public opinion,” said Mulhern. “I am excited to keep building on our exceptional team of lawyers that meets and supports clients wherever a decision gets made, whether a boardroom, agency, or courtroom.”

Mulhern currently serves on the Massachusetts Judicial Nominating Commission and previously served on the transition team for Governor Maura Healey. Prior to joining Nutter, he was First Assistant District Attorney for Suffolk County, where he oversaw the office’s trial teams and their handling of more than 25,000 cases, led the office’s response to the COVID-19 pandemic’s impact on the criminal justice system and Trial Court, and spearheaded efforts to establish best practices in use-of-force investigations. Earlier, Mulhern served as a Senior Advisor to then Mayor Martin J. Walsh and Director of the City of Boston’s Office of Public Safety, where he focused on cross-agency and cabinet coordination to address the root causes of violence. He also served as Chief of the Gang Unit and the Safe Neighborhoods Initiative at the Suffolk County District Attorney’s Office, as a prosecutor in the Middlesex County District Attorney’s Office, and as a Special Assistant United States Attorney.

Mulhern has been recognized locally and nationally for his work leading interdisciplinary, collaborative, and public-health-focused approaches to public safety and criminal justice reform. His honors include the United States Attorney General’s Award for Outstanding Contributions to Community Partnerships for Public Safety and the University of Massachusetts Boston’s Robert H. Quinn Award for Outstanding Community Leadership. He earned his J.D. from Suffolk University Law School and his B.A. from St. Michael’s College.

Nutter’s Government Affairs and Public Policy practice comprises attorneys with substantial records in public service. The team appears before public and quasi-public agencies, develops state and federal government relations strategies, advises on policy development, and organizes strategic partnerships, alliances, and coalitions. Clients include real estate developers, companies in highly regulated industries, trade associations, public and economic development authorities, higher education institutions, and nonprofits.
