The article, “More than 20 amicus briefs filed in MBTA Communities Act challenge,” noted that Matt filed a brief on behalf of the Massachusetts Housing and Shelter Alliance. The brief discussed Mecklenburg County in North Carolina as an example of an area that saw a large population growth over a 10-year period while seeing a small decrease in homelessness, contrary to expectations. Matt pointed out that a study found that the fast permitting process was a big help.
